Dear Mr. Serpell,

Would you please refer to your letter

5.52892/05 of the 20th November about terms of

service for the Indian section of the Hong Kong

Police Force. We have now had the advantage of

discussing the points you raise with Mr. Sansom

late Commissioner of Police who has just returned

from Hong Kong.

On the question of the "high cost of living

allowance" it is true that as this allowance is

-

largely connected with the high cost of food,

and as the India Police are to have free rations

which the Chinese Contingent do not, it might

be argued that the Indians should not have the
